NAWBO-LA 2004 PRESIDENT RECEIVES NATIONAL ADVOCACY AWARD
Attorney Cynthia McClain-Hill Honored for Key
Role in Passage of AB 1643 and for Increasing Visibility and Clout of Women
Business Owners Statewide
(LOS ANGELES) Cynthia McClain-Hill, immediate
past president of the National Association of Women Business Owners, Los Angeles
chapter (NAWBO-LA), has been selected by national NAWBO as the organization’s
2005 Chapter Public Policy Advocate of the Year. McClain-Hill, managing director
of Strategic Counsel, a law firm with public policy and legislative expertise,
will receive the award at the NAWBO National Public Policy Day conference Feb.
6 – 8 in Washington D.C.

NAWBO-LA's public policy profile in the Los Angeles and California business
community,” said Helen Han, NAWBO-LA’s Executive Director.
McClain-Hill helped oversee and organize a number
of NAWBO-LA public policy projects on behalf of the Los Angeles Chapter and
as part of the larger, 9-chapter state organization, NAWBO-California.
“If ever there was an honor bestowed upon an individual that in truth
recognizes the contributions of the collective group, this is it,” McClain-Hill
said. “I am really going to Washington to accept this award on behalf
of all the chapter members who worked so hard and who are continuing to work
on issues of concern to women business owners.”
The issues on which McClain-Hill helped guide
the chapter included:
Passage of AB 1643 – McClain-Hill’s
Sacramento contacts helped NAWBO secure passage of a bill to study misclassification
by the state’s Employment Development Department of sole proprietors as
employees, rather than as contractors, when the smaller companies work with
corporations.
Defeat of AB 1720 – NAWBO-LA members were among
those who helped defeat a proposed bill that would have ended the small-business
contracting program of the Southern California Metropolitan Water District.
Workers Compensation Reform – In May, 2004, NAWBO-LA hosted California
Insurance Commissioner John Garamendi just after a historic workers compensation
reform package took effect. Earlier that year, NAWBO-LA members were part of
a business group invited to the Governor’s office to meet with Schwarzenegger’s
top aides and discuss workers compensation reform.
McClain-Hill has long been active in legal
and public policy circles. She has served on the California Coastal Commission,
the California Fair Political Practices Commission, CalEPA Environmental Justice
Advisory Working Group and the Community Redevelopment Agency of the City of
Los Angeles, as well as the city’s Small and Local Business Advisory Commission.
She founded McClain-Hill Associates, a
leading women-owned, boutique law firm, and recently created an alliance with
veteran Sacramento lobbyist Mel Assagai, to form a new entity, Strategic Counsel,
a law firm with public policy and legislative expertise.
The Chapter Public Policy Advocate of the
Year Award is awarded to a chapter member who effectively carries out NAWBO's
vision and represents NAWBO at a chapter and state level, demonstrates a commitment
to foster the economic growth of women-owned businesses, demonstrates effective
and innovative leadership aimed to strengthen NAWBO as a professional business
organization, and significantly contributes to local, civic and community organizations.
